Charles Wheeler Locke was an American artist, born in Cincinnati Ohio. He studied at the Ohio Mechanics Institute (now known as the Cincinnati Art Academy) and the Art Students’ League of New York, under Joseph Pennell. Locke taught lithography at the League for over a decade.
