The Central Pacific and the Union Pacific railroads were rapidly moving towards joining as a transcontinental link. Telegraph lines replaced the Pony Express and an abundance of silver was discovered in western Nevada. More riches were anticipated in Arizona and New Mexico. In 1862, President Lincoln signed the Homestead Act, giving all heads of family and men over 21 the right to acquire 160 acres of public domain land. This right did not extend to those soldiers of the Confederacy. By the end of the Civil War more than 15,000 emigrants had laid their claims.
