  • DESCRIPTION: During the harsh winter of 1777–1778 at Valley Forge, General George Washington hosted a committee of Congress to address the Continental Army's dire shortages of food, clothing, and supplies. Washington presented a 16,000-word report detailing the desperate conditions and pushed for critical reforms, including officer pensions, to prevent the army's collapse.
