The clearest, repeatedly cited match is Jan. 21, 1893. The printed credit in the Harper’s Weekly table of illustrations is commonly rendered in OCR as a garble but reads in context as drawn by A. Hencke (Albert Hencke was on Harper’s staff and produced similar urban/winter scenes).
