Artist’s proof signed “John Sartain” in pencil. <br><br> Stevens’ chairmanship of the House Ways & Means Committee during the Civil War made him very influential. Along with Charles Sumner in the Senate, he led the radical Republicans in their opposition to Lincoln’s post-war moderate Reconstruction plans. A strong emanicpationist, Stevens proposed the 14th Amendment, which enfranchised blacks.
